Slovenian employers must submit all applications for A1 certificates electronically. This process is handled exclusively through the state SPOT portal, also known as Slovenian Business Point. The Health Insurance Institute of Slovenia, or ZZZS, receives and processes these digital submissions.
Authorized representatives of your Slovenian employer manage the entire lifecycle of the certificate on this portal. They can apply for new certificates, track the status of pending applications, or terminate active certificates early. Employers can submit the application up to 30 days before your scheduled cross-border work begins.
As a worker, you do not access the SPOT portal directly. Your employer handles the submission to ensure you remain covered by Slovenian social security during your temporary posting. Once the ZZZS approves the digital application, you will receive the official A1 certificate.
