Norway does not have a single national, statutory minimum wage. The country sets minimum pay rates sector by sector through a system called allmenngjøring. This process involves the general application of collective agreements. It protects foreign and posted workers from exploitation.
Under this system, the Tariff Board (Tariffnemnda) makes parts of a collective agreement legally binding for all employers in a specific sector. This applies whether the employer is unionized or not. As of 2026, ten specific sectors in Norway have legally binding minimum hourly wage rates.
The construction and electrical sectors operate under strict wage tiers based on skill and experience. In the construction sector, the mandatory minimum hourly wage for skilled workers is NOK 264.32. Unskilled construction workers with at least one year of sector experience must receive NOK 249.00 per hour. The rate for unskilled workers with no prior sector experience is NOK 239.61. Construction workers under the age of 18 earn a minimum of NOK 162.44 per hour.
The electrical sector requires a minimum of NOK 270.45 per hour for skilled electricians performing skilled work. Other workers carrying out installation, assembly, and maintenance of electrical systems must be paid at least NOK 241.77 per hour.
The standard work week under most collective agreements is 37.5 hours. Overtime work requires a premium on top of the base rate. This premium is at least 40% for construction workers and 50% for electricians.
Industrial and service sectors also enforce mandatory pay floors. In the cleaning sector, workers over 18 years of age must earn a minimum hourly wage of NOK 236.54. Cleaners under 18 must be paid at least NOK 185.55. Those working between 21:00 and 06:00 receive an additional night supplement of at least NOK 29.00 per hour.
The maritime construction industry, which includes shipyards, sets the minimum hourly wage at NOK 216.79 for skilled workers. Semi-skilled workers earn NOK 207.14, and unskilled workers earn NOK 197.61.
In the fish processing industry, skilled workers receive a minimum of NOK 240.96 per hour. Production workers in this sector must be paid at least NOK 225.96 per hour.
Companies posting workers in transport, hospitality, and agriculture must follow specific wage regulations. In the road freight transport sector, drivers operating vehicles weighing over 2.5 tonnes must earn a minimum of NOK 229.00 per hour. The tour bus passenger transport sector requires a minimum hourly wage of NOK 218.62.
The hospitality sector covers hotels, restaurants, and catering. Here, the starting minimum wage is NOK 204.79 per hour for workers over 20 years old, or for those over 18 with four months of experience.
The agricultural and horticultural sector bases pay on employment duration. Permanent unskilled workers must receive at least NOK 182.80 per hour. Seasonal and harvest beginners with up to 12 weeks of seniority earn a minimum of NOK 162.90 per hour.
The automotive industry (bilbransjen) is the newest addition to Norway's regulated sectors. It became the tenth sector with mandatory minimum wages on June 15, 2026.
Newly qualified skilled workers in this sector must earn at least NOK 223.50 per hour. Skilled workers with at least one year of experience are entitled to NOK 237.00 per hour.
Unskilled workers aged 18 or over must earn a minimum of NOK 208.00 per hour. This rate rises to NOK 212.00 per hour after they complete one year of experience.
Employers posting workers to Norway must cover specific travel, meal, and accommodation expenses. A written agreement detailing these expenses must be established before the worker leaves their permanent residence.
The Norwegian Labour Inspection Authority (Arbeidstilsynet) actively enforces compliance with these expense rules and the sector-specific wage rates. Non-compliance carries strict penalties. The authority can issue orders, apply coercive fines, or shut down sites entirely.
