Scope of ISO 9606-1 and ISO 14732
ISO 9606-1 governs the qualification testing of welders for fusion welding of steels. A welder's skill must be periodically verified to prevent uncontrolled skill decay. Welding operators are governed separately by ISO 14732.
These welding operators have different renewal periods than manual welders. Their certificates typically last up to six years under option 5.3 a). Alternatively, they can be renewed every three years under option 5.3 b).
The Six-Month Confirmation Rule
The fundamental backbone of all ISO 9606-1 validity is the six-monthly confirmation. Every six months, the employer or welding coordinator must sign the certificate. This signature confirms the welder has worked within the qualification range. The confirmation requires that the welder has regularly carried out the work.
The employer must also confirm there is no reason to question the welder's skill. A certificate immediately becomes invalid if the six-monthly confirmation is missed. It also becomes invalid if there is a gap of more than six months in the welder's activity.
Selecting the Revalidation Route
Under Clause 9.3 of ISO 9606-1, there are three distinct routes for certificate revalidation. The initial welder qualification certificate must state which revalidation route will be used in the future. The selected revalidation route is fixed for each qualification at the time of issue.
Revalidation must always be carried out and signed off by an authorized examiner or examining body. Employers cannot sign off on the revalidation themselves. This rule applies to all three routes under Clause 9.3.
Route 9.3 a) and Route 9.3 b)
Route 9.3 a) requires the welder to undergo a full practical retest every three years. Under this route, a new test coupon must be welded and examined. Following this examination, a new certificate is issued.
Route 9.3 b) allows extension every two years based on testing of production welds. Under this route, two welds made during the last six months of the validity period must undergo volumetric or destructive testing. These tests can include radiographic, ultrasonic, bend, or fracture testing. The test welds must reproduce the original test conditions, though thickness and outside diameter may vary.
Route 9.3 c) Continuous Validity
Route 9.3 c) allows for continuous validity without a fixed expiration date under strict organizational conditions. This route is only valid if the welder remains employed by the same manufacturer. Not all European countries or certifying bodies accept Route 9.3 c) renewals.
Under Route 9.3 c), the manufacturer's quality system must satisfy ISO 3834-2 or ISO 3834-3. This ISO 3834 compliance must be verified and certified by an authorized independent organisation. Without this independent certification, the continuous validity route cannot be used.
